Vista city officials are asking residents to weigh in on plans for a new facility at Luz Duran Park that would serve dual purposes as a gathering place and emergency shelter.
The municipality has submitted an application for state grant funding to establish what's being called a Community Resilience Center on the park grounds. If approved, the facility would operate throughout the year as a public amenity while also functioning as a safety hub when disasters strike.
City administrators have launched a four-question survey to gather community feedback on what types of programming, services and amenities residents want to see at the facility. The questionnaire also seeks input on accessibility considerations and which features should take priority during the design phase.
Responses collected through the survey will inform the center's final plans to better align with what Vista community members need, according to city officials. The survey is accessible in both English and Spanish versions and will remain open for public responses until 8 a.m. on Monday, September 28, 2026.
