Vista has been recognized with a national award for its homeless services facility, according to a recent announcement from city officials. The International City/County Management Association presented Vista with a 2026 Local Government Excellence Program Award in the Community Partnership category.
The honor recognizes the work of the Buena Creek Navigation Center, which began operations in 2024 under the management of Retread Housing Services. City representatives traveled to the ICMA conference to receive the award on behalf of the partnership.
The navigation center offers a range of services to Vista residents experiencing homelessness, including temporary shelter, intensive case management support, and transportation assistance. The facility aims to connect participants with resources that lead to permanent housing solutions.
According to city data, more than 640 individuals have received services through the center since it opened its doors. Among participants who have completed the program, 225 secured permanent housing placements while another 118 obtained temporary accommodations. City officials report that approximately 58 percent of those leaving the program have transitioned to what they describe as positive destinations that provide greater housing stability.
