Vista's City Council has selected Amanda Guy to serve as the city's acting attorney, effective immediately. The appointment took place during an October 27, 2026, council meeting after Walter Chung submitted his resignation from the position.
Guy, who has worked as an assistant city attorney in Vista for more than six years, brings extensive experience in municipal law to the role. Her expertise spans several areas critical to city operations, including land use planning, public infrastructure projects, environmental compliance under state law, and stormwater management.
Prior to her tenure in Vista beginning in February 2020, Guy worked in city attorney offices across the region. She spent two years as a deputy city attorney in Carlsbad and five years in the same role for San Diego. Her legal career began in private practice after she received her bar admission in 2010.
Guy holds a law degree from UC Davis with a concentration in environmental law, which she completed in 2010. She graduated from Stanford University three years earlier with an undergraduate degree in economics.
Chung had led Vista's legal department since late August 2022, serving in the city attorney role for just over four years before his departure.
