A Vista facility providing shelter and services to people without housing will receive an additional $2 million in state funding, officials announced recently. State Senator Catherine Blakespear joined city representatives to reveal the new allocation for the Buena Creek Navigation Center.

The latest funding comes on top of $5 million in state dollars that Blakespear previously helped obtain to launch the center and support its initial operations. The facility offers temporary shelter along with wraparound support services to individuals experiencing homelessness in Vista.

Since the center opened its doors in March 2024, it has placed 225 individuals into permanent housing and another 118 people into temporary accommodations. More than half of all participants who exited the program—58 percent—moved on to what officials describe as positive outcomes.

Follow-up data shows strong retention rates among those who secured permanent homes. Of participants who found permanent housing and could be contacted a year later, 79 percent remained stably housed.

Retread Housing Services operates the navigation center, which provides intensive case management alongside connections to permanent housing options, mental health services, substance abuse treatment, job placement assistance, benefits enrollment, transportation, and additional support resources.
