The Port of San Diego has been recognized with a Distinguished Budget Presentation Award from the Government Finance Officers Association for its fiscal year 2027 budget, marking the second year in a row the agency has received the national honor.
The award places the Port among roughly 2,000 agencies nationwide that have demonstrated adherence to the highest standards in governmental budgeting practices. Ann Moore, who chairs the Port of San Diego Board of Port Commissioners, said the repeat recognition reflects the organization's ongoing dedication to financial transparency and responsible management of public resources used to provide coastal access throughout the region.
According to Chief Financial Officer Tracy Largent, the Port has focused on developing budgets that balance the organization's wide-ranging responsibilities while making efficient use of available funding. The Port operates without collecting tax revenue, instead generating income through its management of various commercial and public facilities along the waterfront.
To qualify for the distinction, budget documents must meet nationally recognized standards across four key areas: serving as a policy document, functioning as a financial plan, providing operational guidance, and acting as an effective communications tool. The Government Finance Officers Association launched the awards program in 1984 to promote high-quality budget preparation among state and local governments.
Other California entities receiving the award include San Diego County, Santa Barbara County, and the Orange County Sanitation District. The Port of San Diego oversees 34 miles of San Diego Bay waterfront spanning five cities, managing facilities ranging from cargo terminals and marinas to parks and public gathering spaces.
