San Diego Mayor Todd Gloria celebrated the signing of two state bills that are expected to accelerate a long-planned overhaul of the city's Midway District, following Governor Gavin Newsom's approval of the legislation on Tuesday.

The measures, Senate Bills 344 and 958, aim to streamline the process for redeveloping the Sports Arena property and surrounding area. According to Gloria, the project would create more than 4,000 residential units, with half designated as deed-restricted affordable housing. Plans also call for expanded park areas and construction of a new arena facility.

The legislation maintains existing environmental review requirements under the California Environmental Quality Act while establishing clearer procedures intended to prevent projects that meet legal standards from becoming mired in prolonged litigation, the mayor said.

Gloria credited state Senator Akilah Weber Pierson and Assemblymember Chris Ward for guiding the bills through the legislative process, along with other members of the San Diego delegation and labor organizations that supported the effort. The mayor characterized the governor's action as a critical milestone in moving forward with development plans that have been under discussion for many years.

The Midway District transformation represents one of the city's most ambitious redevelopment initiatives, aiming to convert what officials describe as an underutilized public property into a mixed-use area with housing, recreation space, and a modern entertainment venue.
