Carlsbad officials have released a preliminary traffic safety plan for the Kelly Elementary School neighborhood and are inviting residents to weigh in on the proposed improvements before they advance to city leaders.
The Traffic Safety & Mobility Commission is set to discuss the draft Safe Routes to School plan during its meeting Monday, Nov. 2, at 4 p.m. in the City Council Chamber at 1200 Carlsbad Village Drive. The plan outlines both immediate and future roadway enhancements designed to make the area safer for student pedestrians.
City staff developed the draft after conducting outreach this spring that included a pair of public listening sessions and a digital survey to gather input from families and neighbors. Officials will incorporate feedback from Monday's commission meeting and any additional public comments before bringing a revised version to the City Council for a vote in early 2027.
The initiative stems from direction the City Council gave staff in December 2025 to create a comprehensive safety plan for streets surrounding the elementary school. The effort builds on the city's three-pronged approach to traffic safety, which emphasizes education, enforcement, and infrastructure improvements.
Carlsbad has already completed several street upgrades in the area, including installing all-way stop signs on Kelly Drive last year, adding a dedicated queue lane for the school parking lot, and reconfiguring the street median striping.
